지방행정 업무 대부분이 정보화 시스템을 통해 수행되는 환경에서 내․외부 감사기구의 다양한 감사활동에도 불구하고 여전히 비위가 지속되고 있다. 이에 본 연구에서는 행정안전부가 자치단체와 협업을 통해 중앙행정기관 및 자치단체가 보유하고 있는 정보화 시스템의 특정 데이터를 공유․분석하는 방법의 감사 사례를 분석하고 그 효과성 진단을 통하여 데이터 공유를 통한 감사 활성화 방안을 제시하고자 한다. 본 연구는 중앙행정기관 및 자치단체가 협업을 통해 데이터를 공유․분석하는 방법의 감사를 처음 시도한 사례에 대한 것으로서 참고할 만한 선행연구를 찾기가 어려웠으나 감사의 필요성과 타당성, 가용성, 전문성, 시간적 제약 측면을 지표로서 분석하고, 실질적으로 나타난 감사의 효과도 진단하였다. 분석 사례는 부가가치세 부당 납부 등 2개 분야로서 새로운 감사기법을 통해 약 2,500억 원 상당의 지방재정 누수행위가 적출되었고, 향후 비위예방 효과도 있는 것으로 나타났다. 반면 감사대상 업무 선정 한계나 데이터 자체의 오류, 공유가 필요한 정확한 데이터의 이해나 전문 감사 인력의 지속적 확보에는 문제가 있는 것으로 나타났다. 이러한 문제점에 대하여는 향후 개선방안을 제시 하였다.
Abstract
Despite the various auditing activities of internal and external auditing organizations in the environment where most of the local administrative work is carried out through the information system. In this study, the Ministry of Interior and Safety analyzes the audit cases of sharing and analyzing the specific data of the information system possessed by the central administrative agencies and municipalities through collaboration with local governments. I would like to suggest ways to activate the audit. The purpose of this study is to find out the precedents of the first attempt to audit the method of sharing and analyzing data through the collaboration between central government and local governments. And the effect of auditing actually appeared. The analytical case shows that there are about 250 billion won of local finance leaking act through new auditing technique, such as paying for the VAT and non - payment. On the other hand, it is found that there is a problem in the selection of the audit target, the error of the data itself, the understanding of accurate data requiring sharing, and the continuous securing of professional audit personnel. These problems are suggested to be improved in the future.
