법제적 요소가 강한 규제는 경제주체 모두에게 영향을 미친다. 올바른 규제는 국가전체의구성성원에게 경제활동을 촉진하고, 바람직한 규제의 강화는 경제주체들로 하여금 생산의비효율성을 낮추고, 생산의 효율성을 높이게 할 것이다. 반대의 규제강화는 경제에 부정적인 역할을 하게 될 것이다. 법제적 규제의 요소와 더불어 정부의 역할도 경제의 영향을 주고 있다. 정부가 경제활성화를 촉진하는 정책은 유사한 효과가 나타날 것이다. 본 논문 1996년부터 2016년까지 103개 국가를 대상으로 소득수준에 따른 규제 및 정부의 역할이 총생산의 비효율성 및 효율성에 미치는 효과와 소득수준별 차이가 있는지를 분석하였다. 세계은행의 기준에 따라 국가유형를 전체그룹, 소득수준으로 저소득 국가(그룹 Ⅰ), 중저소득 국가(그룹 Ⅱ), 중상위 국가(그룹 Ⅲ), 고소득 국가(그룹 Ⅳ)로 범주로 구분하였다. 패널확률변경생산함수 분석을 통해 효율성 및 비효율성을 추계하여, 두 요소가 경제비효율성을 낮추고, 효율성 개선에 긍정적인 역할을 하는지를 실증분석하였다. 두 요소는 103개국 전체모형에서도 긍정적인 역할을 하였으며, 저소득국가의 규제개선 및 정부의 효과성 개선의 효과가 다른 그룹보다 상대적으로 크며, 빠르게 기술적 비효율성을 낮추며 효율성을 증진시키는 것으로 나타났다. 고소득국가의 경우는 두 요소의 긍정적인 변화가 비효율성은 낮추고 효율성을 증진시키나, 그 속도는 상대적으로 낮게 나타났다.
Abstract
This paper is focusing on the analysis of the effect of the regulation quality and the government effectiveness on the technical inefficiency of the economies covering 103 countries from 1996 to 2016. The method of this study is base on Panel Stochastic frontier production function to estimate the technical inefficiency of the economies. We use the panel stochastic frontier function of all the countries' data and four groups(low-income economies (Group Ⅰ), lower-middle-income economies((Group Ⅱ), upper-middle-income economies (Group Ⅲ), high-income economies(Group Ⅳ) which are categorized on the basis of the income criteria in World Bank. The results of this paper are that the good regulation is reducing the technical inefficiency of the economy. Above all the positive effect of the quality of regulation on the reduction of the technical inefficiency in low-income economies(Group I) is bigger than on the other groups and the improvement of regulation reduce the technical inefficiency. 0.01 unit improvement of regulation quality reduces -3.089% (Group I). –0.682%(Group Ⅲ&IV) of the technical inefficiency.
