Research on responsible parties for shootings in the United States

Gun rights are the constitutional rights that the US constitution allows American citizens to hold a gun. However, frequent occurrence of shootings reveals the dilemmas of gun controls under the background of the legalization of gun rights in American society. Many expects have studied further in this hot-bottom issue but none have referred to who should bear the responsibilities of the shootings. On the basis of the existing gun law, this article divides the responsible parties of the shootings, which are government, gun's transferors, site managers and gun holders, and finally puts forward some suggestions on perfecting government compensation plan, setting up special funds on gun manufacturers and sellers, improving the laws of transferring guns and defining the reasonable safeguard obligation of the site manager.
