고성과작업시스템의 결정요인에 대한 연구: 산업수준의 특성을 중심으로

고성과작업시스템 도입의 결정요인과 관련되어 다양한 연구가 수행되어 왔음에도 불구하고, 대다수의 기존 연구는 기업수준의 요인들에 초점을 맞추고 진행되어 왔다. 그러나 특정 제도 도입과 관련된 기업의 의사결정은 경쟁사가 속한 산업의 특성으로부터 자유로울 수 없기 때문에 산업수준의 요인 또한 중요한 영향을 미칠 가능성이 있다. 이에 본 연구는 기존 연구와는 달리 산업수준에서의 고성과작업시스템의 결정요인을 규명하고자 한다. 한국노동연구원이 조사하는 사업체패널조사의 다섯 개 시점 자료를 토대로 패널데이터를 구축하여 65개 산업에 소속된 2,425개 사업장을 활용하여 분석한 결과, 산업 수준의 연구개발집중도, 역동성, 자본집약도 수준이 증가할수록 해당 산업에 속한 기업들의 고성과작업시스템 수준이 증가하는 것으로 나타났다. 이러한 연구는 주로 조직 수준의 결정요인을 다루었던 선행연구의 범위를 넘어 산업 수준의 변수 역시 고성과작업시스템 도입에 중요한 결정요인이라는 사실을 밝힘으로써 기존 연구의 이해를 확장하고 유관 분야에 대한 실무적 시사점을 제공한다.
Abstract
Although various studies have been conducted regarding to the determinants of HPWS (high-performance work systems) adoption, the majority of previous studies have been focused on firm-level factors. However, industry-level factors can also have a significant impact on the adoption of HPWS because decision-making made by firms regarding the adoption of a specific system can not be free from the characteristics of the industry to which the firm belongs. Contrary to previous studies, this paper is aimed to identify the determinants of HPWS adoption at the industrial level. Using the panel data containing 2,425 workplaces and 65 industries from WPS (workplace panel survey), we found that firms belonging to industries with high level of industry R&D intensity more actively adopted to HPWS. In addition, as dynamics and capital intensity of the industry increases, the level of HPWS adoption is also increased. This study extended the understanding of current research and provided practical implications by discovering that industry level as well as firm level factors are also important determinants of the HPWS adoption.
