초록
독일의 협동조합은 친환경 경제정책, 지속가능한 경영을 표방하고 있다. 독일은 지난 20년간 경제성장 동력으로 친환경 에너지 정책을 우선하여 독일 사회에 자연과 환경, 생태계 유지 발전을 통한 지구의 온난화를 방지하고지속가능한 환경 유지에 환경위기와 경제 위기에의 선제적 대응으로 가능성을 보여 주었다. 독일이 핵 발전 중심에서 재생에너지로 전환하게 된 배경을 통해 재생에너지 산업이 성장 잠재력을 지닌 충분히 보편적 가치를 지닌매력 있는 산업으로서 지속적인 투자가 이루어져야 한다는 점과 지속가능한 지구의 환경 보존과 조화와 균형을이루는 성장 동력으로서 가치가 있는 산업으로 발전하고 있다. 독일 에너지 협동조합을 통해 취약한 부분인 주민참여를 통한 문제 해결, 사회적 형평성 제고, 더 나아가 환경적 가치의 진정성 측면에 대해, 운영 절차와 방법적인면에서 타당성을 제시해 주고 있다. 독일 협동조합 에너지 협동조합 사례들은 외부 세력의 상업적 목적이 아닌 조합원 구성원들의 자발적 참여와 민주적 운영에 대해 충분히 그 가치를 설명해 주고 있다. 본 연구 목적은 독일의에너지 협동조합 사례로부터 첫째, 독일이 핵 발전 중심에서 재생에너지로 전환하게 된 배경과 실제 재생에너지사업이 성장 잠재력으로 충분히 경제적 가치를 지닌 산업인지의 여부와, 둘째, 독일의 에너지협동조합 사례를 통한 재생에너지의 지역 분산 자립 가능성과 지역 일자리 창출 가능성 등 에너지 사업모델의 가치에 대한 함의를 찾고자 하였다
Abstract
This study observes what factors are important for the successful operation of the renewable energy cooperatives, which are growing every year under energy conversion in Germany, as a sustainable business. Cooperatives, one of the several types of social economy, operate transparently through active participation of citizens and democratic decision-making processes. The purpose of the present study is analyzing actual case studies of policies and energy cooperative within Germnay. The political implications for Korean society from German energy cooperative policy are summarized as follows. Firstly, German energy policy is recognized with the purpose for sustainable development and has been joined with climate change policy including long term time scale to 2050. Secondly, the energy cooperative case of Germany provides validity in terms of operational procedure and method in terms of problem solving through social participation, improvement of social equity, and further authenticity of environmental value through the German Energy Cooperative. Thirdly, the study of German energy cooperative should provide value as a business model in the function of regional self-reliance and job creation of renewable energy through energy cooperative.
