헌법의 미래상 ― 국가보안법 폐지를 제안함

This article describes the Constitution as compass and chart that we can depend on amid the crisis of our sovereignty. Even if the Constitution only gives us a very abstract and difficult path that can only be interpreted through much reflection and discussion, it shall be the only document that we can rely on. The constitutional goal that we should be heading for is the social welfare state. We must pursue the completion of constitution through the realization of social welfare state, which will be also valuable in terms of protecting the sovereignty. In order to maintain our pride among the great powers of China and Japan in Northeast Asia, we have to develop a differentiated and competitive task, realizing the completion of constitutional state. As long as we consider Korea to be a broken nation-state, it is difficult to realize the completion of constitutional state. South Korea, rather than being overly constrained to the national tasks of reunification, it would be better if first aim for the completion of the constitution. The constitution urges us not only to protect the passive meaning of sovereignty but to actively fulfill our mission as a sovereign nation of the common prosperity of mankind and world peace. Therefore, we should exert ourselves not to miss the bearing among the vortex evoked by neighboring countries. For that, the article suggests to become the Constitutional State, which can be achieved by the reforms of Solon within and dreaming the constitutional empire without. If the level of constitution in Northeast Asian countries grows together through the development, we will be able to contribute to the world peace just as EU. In this regard, it is time to repeal the National Security Law, which has blocked the growth of our constitution for nearly a century.
