지역고용정책은 청년실업 해소의 대안일 수 있는가?:서울시 청년고용정책의 한계와 가능성

This study analyzed the possibility of local employment policies in solving the youth labor market problem through case study of Seoul youth employment policies. The case of Seoul Youth employment policies have been analyzed focusing on four aspects 1)budget independence, 2)subjectivity of policy formation, 3)labor market coherence, 4)linkage of delivery system. Analysis from this paper suggests that the Seoul youth employment policies were operated on there own budget and there were policy decision making bodies linked to Employment & Labor Policy Bureau and the Seoul Youth Policy Network and Seoul Youth Hub. It had an integrated delivery system in the form of an intermediary organization and an operating organization centered on the Employment & Labor Policy officer in Seoul. On the other hand, there were limitations in Seoul youth employment policies that it could not effectively cope with Seoul youth labor market problems such as deterioration of job quality, mismatch between demand and supply in local labour market, and long-term unemployment. This study implies that it is necessary to take active consideration of four aspects which are budget independence, subjectivity of policy formation, labor market coherence, and linkage of delivery system when constructing a local employment policies in solving the problems of the Korean youth labor market.
