These days, biotechnology is regarded as the important means for solving the current challenges of mankind, for example, intractable disease, environmental problem, food and energy, etc. And also, it is rising the key growth engines for changing the future and leading the economy in the 4th industrial revolution. Accordingly, the principal countries put in force the policies actively and systematically for promoting bio-industry and preoccupying global market. But, our country is insufficient in such as R&D system, technology transfer and commercialization tool, establishment of social infrastructure and environment, etc for the making and carrying out of the integrated policies in the field of biotechnology. Especially, the legal system of supporting them is incomplete and loose. This paper aims to research the problems of framework and contents in biotechnology promotion law, and suggest the rational measures for the development of the law. For this purpose, it is analyzed that the policies and legal system of the principal foreign countries for the biotechnology promotion, and that the present biotechnology legal system of south korea. Finally, the improvement method of legislation on current biotechnology legal system, especially The Biotechnology Support Act, for the biotechnology development.
