The Ministry of Agriculture and Forestry has recently tried to establish the commodity exchange clearing association in the Garak Agricultural and Marine Products Wholesale Market to improve a competitive power of wholesale markets, but there’s a sharp conflict of opinion on the establishment of the association among the wholesale market corporate, wholesalers & brokers, the government etc. In other words, the Ministry has suggested that it’s required to introduce the commodity exchange clearing association as an institutional approach to prevent from weakening the competitiveness of wholesale markets, as a channel leading to the external effect caused by weakening of the competitiveness can be predicted unless accounts are smoothly cleared in the markets when transacting. If the clearing is not done in a smooth manner, a conflict may not only happen between the parties to a transaction, but bring about the side effect of external diseconomy leading to a downturn in the transaction for the wholesalers without any problems due to loss of trust in the wholesale markets, so this will be seen as resulting in the weakening of competitive power of the wholesale markets. Accordingly, the clearing of accounts should be smoothly done, an institutional plan should be prepared to raise an efficiency of the clearing account system for transparency of the business relations within the markets, the clearing is included in the commercial activity between individual subject but it will be viewed as necessary to approach in an institutional way because the external effect is caused by the activity. So, it will be decided to provide an institutional system for blocking a negative channel due to weakening of the competitiveness in the wholesale markets by ensuring a stability of the clearing through the introduction of the commodity exchange clearing association.
