발전기술 실증시험 및 실증연구단지 구축에 관한 문제점과 대응방안에 관한 소고 - 청정화력발전을 중심으로 -

현대사회에서 기술개발이 국가의 경쟁력을 좌우하는 매우 중요한 부분이라는 것은 상식이라고 할 수 있을 정도로 널리 알려진 사실이다. 그리고 세계 각국이 이러한 흐름에 따라 기술개발에 많은 지원을 아끼지 않고 있다는 것도 더 이상 놀라운 일이 아니다. 기술개발은 많은 지원을 필요로 하지만 이러한 지원을 통해 개발된 기술이 만들어 내는 수익은 개발에 투입된 비용을 훨씬 상회하기 때문에 모든 국가가 기술개발에 막대한 지원을 하고 있는 것이다. 그리고 개발된 기술의 상용화는 기술개발의 성패를 좌우할 수 있을 정도로 중요하고 반드시 필요한 과정이다. 특히 발전기술의 상용화는 국민 모두가 그 혜택을 받게 되는 것일 뿐만 아니라 국가의 경쟁력에도 매우 막대한 영향을 미치는 부분이라고 할 수 있다. 현재 다수의 국가에서는 온실가스와 환경오염 감소를 위해 다양한 에너지원의 개발에 많은 노력을 기울이고 있고, 그 중심에 있는 하나의 에너지원이 화력발전에 새로운 기술을 더해 오염물질을 대폭적으로 감소시킨 청정화력발전이라고 할 수 있다. 현재 청정화력발전에 대한 정부의 지원은 기술개발단계에 머물러 있다. 그러나 발전기술은 개발뿐만 아니라 이를 실용화하기 위한 실증시험의 단계에서도 막대한 비용과 위험이 수반되기 때문에 이러한 과정을 사업자가 단독으로 진행하는 것은 현실적으로 불가능하다. 따라서 이 부분에 대한 정부의 지원은 반드시 필요한 상황이다. 이러한 현실적인 문제로 인해 많은 국가에서 정부의 지원 하에 청정화력발전기술의 실증시험과 실증연구단지가 조성되고 있으며, 다른 발전기술에 대한 우리 정부의 지원사례를 살펴보더라고 청정화력발전에 대한 지원만을 제외하는 것은 형평에 어긋나는 것이라고 할 수 있다. 그러나 현재의 법제 하에서는 법제청정화력발전기술에 대한 실증시험과 실증연구단지 조성이 어려운 것이 사실이며 이러한 문제점을 해결하기 위한 적극적인 움직임이 필요할 것이다. 즉 청정화력발전기술의 실증시험에서 발생하는 법적 · 경제적 리스크에 대한 지원방안을 구체적으로 마련해야 할 것이다. 또한 단순히 실증시험을 실시하는 것에 머무르는 것이 아니라 지방자치단체의 경쟁력 향상 내지는 지역발전이라는 목표와의 연계를 위해 연구·개발이 완료된 기술에 대한 실증 및 시제품 생산에 필요한 장비, 시설 그 밖에 부대시설이 설치되는 공간인 실증연구단지의 조성을 위한 제도를 정비하여 산업계·학계 및 연구계를 집적하여 유기적 연계 연구가 가능하면서 이러한 기술이 상용화로 이어질 수 있는 유기적인 공간을 조성하기 위한 구체적인 방안도 마련되어야 할 것이다.
Abstract
Commercialization of the developed technology is an important and necessary process that can determine the success of the technology development. In particular, commercialization of power generation technology is not only a benefit for all of the people, but also a factor that greatly affects the competitiveness of the nation. As we have seen, most countries are working hard to develop various energy sources to reduce greenhouse gas and environmental pollution. One of the important energy sources is clean power generation, which greatly reduces pollutants by adding new technologies to thermal power generation. Currently, government support for clean thermal power generation is at the stage of technology development. However, it is impossible to develop the power generation technology independently, because it is accompanied by enormous cost and risk even in the stage of the verification test. Therefore, government support for this area is necessary. However, under the current legal system, it is a fact that it is difficult to construct an empirical test and an experimental research park for the clean thermal power generation technology. In other words, it is necessary to provide concrete support for legal and economic risks arising from the empirical test of clean thermal power generation technology. In addition, concrete measures are needed for the demonstration of the research and development completed technology and the creation of the demonstration research complex for prototype production.
