자율주행차 운행을 위한 자동차관리법의 개정 방향

The definition of an autonomous vehicle prescribed by the current Motor Vehicle Management Act is only for provisional operation for the purpose of test and research, not a provision for commercialization. On the other hand, Germany recently completed the legislation for commercialization of autonomous vehicles, and Michigan has completed the commercialization of autonomous vehicles by autonomous driving function, not the human driver. In Korea, there is a need for legislation for commercialization of autonomous vehicles. It is desirable and realistic to revise the Motor Vehicle Management Law. The key to the revision is how to ensure the safety of cars and other cars, passengers and pedestrians by ensuring the safety of autonomous vehicles. It was discussed as follows. First, the concept of autonomous vehicles was redefined by adding the autonomous driving system as a concept factor, referring to foreign legislation. Second, it discusses the revision of safety standards for automobiles. for example discussion of independent motor vehicle safety standard, the necessity of the provision of the prohibition of voluntary replacement of the autonomous vehicle driving program and submission of related materials, in addition, the discussion on the conversion of self-certification system. Third, the promotion policy discussed the issue of subsidies for purchasing and taxes, the obligation to purchase autonomous vehicles for public institutions, and the introduction of special zones and the Basic Plan for Promotion. Fourth, it was discussed the legislation to partially exclude the application of the Personal Data Protection and legislation to secure cyber security.
