가족관계등록제도 시행 10년간의 성과 및 향후의 개선방안

It has been 10 years since the new Family Relations Registration System was implemented. The system has adopted the way of filing register by individual, and it has contributed greatly to overcoming paternalism and authoritarian family culture. It has also made a lot of progress in the realm of protection of personal information, reinforcement of the truth-based registration policy and convenience of the people. However, the system has still some weakness to become the basis of the people's fundamental rights and social constitutional rights. For example, the registration of a family relationship is sometimes missed or misrepresented because it depends on the party's report. There are also many cases where privacy is threatened because certificates are issued as a family unit. Therefore it is necessary to change the report system into notification system and to reform the types and contents of the certificates.
