WTO체제하의 수입식품 안전관리제도에 대한 조화방안 연구 - 한･미･중 3국간 제도의 비교를 중심으로 -

This study is to derive harmonization of the food safety control systems in Korea, USA and China. The purpose of this study is as follows. : First, this paper has analyzed the food safety control organizations and main subjects. Second, this paper has compared the main contents of safety management procedures for the imported food, Third, this study has sought to find out institutional harmonization on the food safety management system among the three countries(Korea, USA, and China). This paper has proposed the use of exporting countries’ institutions and organizations as a way to harmonize the safety control system of the imported food between the three countries, And this system is based on the pre-shipment inspection system for imported food using Accredited Third-Party Certification Agency, which is implemented as part of Foreign Supplier Verification Program(FSVP) and the Voluntary Qualified Importer Program(VQIP) of the USA, a developed country in the field of food safety control system. This article has suggested the introduction of an international or regional conformity assessment procedures which is referred in the Article 9 of the WTO TBT Agreement as a harmonization of the safety control systems for the imported food between three countries. As a concrete measure for this, this article has suggested to internationally or regionally recognize the inspection results of the third party inspection agencies which is certified by the exporting government. Also, this paper has suggested that technical dialogue and related cooperation among participating countries should be sufficiently strengthened as a preliminary step to the successful introduction of the conformity assessment procedure.
