지난 10 여 년 간 우리나라의 사회과와 법교육은 교육과정의 차원에서 지속적으로 위축되어왔다. 하지만 영국, 프랑스 등 다른 나라들은 오히려 시민교육의 차원에서 사회과를 강화하는 추세이며 특히 미국에서는 각 주 단위로사회과를 필수화하는 입법이 활발하게 이루어지고 있다. 본 연구에서는 미국 시민교육 운동의 흐름을 일리노이 주의 사례를 중심으로 살펴보고 이를 통해 우리 사회과에 시사점을 얻는 것을 목표로 한다. 미국 시민교육 운동은 부시 행정부의 NCLB 정책으로 시민교육이 크게 후퇴하는 상황에 대한 우려에서 시작되었다. 미국 시민교육의 강화는 시민교육의 개념과 필요성에 대한 고민, 지속적인 효과 연구와 모델 개발을 통해 사회적 공감대를 확대하는 과정을 통해 가능했다. 또한 이 과정에서 학교 수업 뿐 아니라 비교과 활동, 봉사활동, 학교 및 지역사회 참여활동 등을 강조하는 총체적 접근을 강조했다는 점도 주목해볼만한 부분이다. 우리 사회에도 시민교육의 강화를 위한 체계적인 논의가 필요한 시점이다.
Abstract
Social Studies and Law-Related Educaion in Korea has been shrinked for last ten years. On the contrary, other countries like U.K and France on the current to emphasize Social Studies in the view of citizenship education. Especially in U.S, there are many legislation cases to mandatorize Social Studies on state level. This study aims to get a view for korean Social Studies by reviewing the U.S citizenship education movements focused on Illinois case. U.S citizenship movement stared from the apprehensive situation of democracy education triggered by NCLB Act on Bush government. Empowering Social Studies by developing the concept and importance of citizenship education, effect and teaching model leads to extensive support and legislation. Also, they took hollistic approach which emphasize extra curricular activity, service learning, participating school and community boards in addition to classroom instruction. It's time for us to start organized discussion for empowering citizenship education, too.
