Of course, we are obliged to take in consideration of the fact that the child's cognitive ability and their ability to cope with accidents are too insufficient. Particularly, as it is reasonable to say that school bus - related accidents are commonly caused by a combination of various factors, which can be classified into human factors and material factors, we are forced to consider those factors in order to enhance the level of safety of school bus. Especially, in that the United States is proud of controlling and regulating the safety accidents relating to school statistically considering human factors and physical factors, we had better adopt the diversity of discipline and regulaton according to the level of each region in America. Furthermore the policies of U.S. are meaningful in preventing the occurrence of accidents in terms of issues as following. First of all, they have the definite subject of discipline by establishing criteria to focus on people who should be trained for the sake of school bus safety in the state law. Thus it is necessary for us to secure differentiated and divisional direction and guidelines at the regional level by considering the case of the United States. It will enable us to have more specific and concrete discipline system through legislations and by-laws. And due to the fact that discipline and consideration on material factors and human ones are necessary as well, we should secure the policies to realize both factors on the related policy. In particular, the former should be considered by installing facilities such as back and inner surveillance facilities and the latter by management and control of the concerned persons. In conclusion, because securing the safety of children's school bus is the main reason for controlling the negligence of the concerned people, it is true that we need to reinforce driver's qualification requirements, expansion of range of persons who should take the education programs and education contents.
