가상국가(Virtual Nation) 담론에서 탈중심적 거버넌스의 가능성에 대한 연구

본 논문은 지능정보사회에서 근대적 국민국가의 형태 및 기능 등에 있어서 자기변화를 추동하고 있는 가상국가 담론의 논의 추이를 살펴보고 그 의의 및 가능성을 평가하면서, 특히 지능정보사회에서 국민국가가 경험하고 있는 패러다임 전환에 대한 이론적 성찰점을 공유하고자 한다. 기존 국민국가 체제의 재구성을 요청하는 다양한 관점 및 맥락에서 사용되었던 가상국가 개념은 특히 지능정보사회로의 진입이 본격화되고 있는 오늘날의 시점에서 다시금 조명 받고 있다. 본 논문에서는 근대적 국민국가의 이론적·실천적 한계와 자기변화 및 대안적 국가관을 제시하는 논의 추이를 ‘가상국가’라는 표제 아래에서 다루고자 한다. 이때 주목하고자 하는 현상은 최근의 가상국가 담론이 현대사회에서 국민국가의 도전과 한계를 보완 내지 극복하고자 하는 수준에서 한층 더 나아가 새로운 틀로서 기존 체제를 대체 내지 전복하고자 하는 적극적인 대안담론으로 제시되고 있다는 점이다. 이러한 대안담론을 선도적으로 이끄는 핵심은 블록체인이라고 할 수 있으며, 블록체인과 같은 지능정보기술에 기반하는 거버넌스를 통한 국가 기능의 (부분적 혹은 전면적) 대체가능성까지도 논해지고 있다. 본 논문에서는 먼저 현대사회의 국가변동을 요청하는 주된 동인으로서 정보화, 세계화, 민주화를 설정하고, 해당 동인에 주로 기초하여 가상국가 담론을 제시하는 학자들로서 각각 파운틴, 로즈크랜스, 그리고 하버마스를 다룬다(II). 또한 오늘날 블록체인 기술에 기반한 탈중심적 거버넌스를 국가와 같은 정치공동체의 수준으로 고양시키고자하는 가상국가 담론을 특히 비트네이션을 대표적인 사례로 삼아 검토해보도록 한다(III). 나아가 지능정보사회에서 가상국가 모델의 의의 및 한계에 대한 다양한 관점에서의 평가를 제시하고, 기존 국민국가 체제에 대한 반성적 성찰점을 정리해본다(IV). 마지막으로 가상국가 담론이 실천성을 갖기 위해서는 정치공동체의 맥락 안에서 논의되어야 한다는 당위성과 이를 위한 사상적 기초로서 세계주의적 지향점을 제안하면서 논의를 맺고자 한다(V).
Abstract
This paper examines the discourse of ‘virtual nations,’ which drives some fundamental changes in forms and functions of modern nation-states, and evaluates its theoretical and practical significance and possibility. The notion of virtual nation have been introduced in various contexts and disciplines since 20th century, reconstructing the existing model of nation-state system and outlining the alternative model of statehood and sovereignty. The notion is being highlighted in this intelligent information society. The virtual nations such as Bitnation, which is based on the Blockchain technology, are emerging and aim to overcome the inherent limitations of the nation-states, actively out-compete the existing governance systems provided by the states, and ultimately replace the modern legacy of statehood. First, this paper deals with Fountain, Rosecrance, and Habermas as leading scholars of the discourse of virtual nations, who (respectively) set up informatization, globalization, and democratization as the major driving forces, which accelerate the transformation of the modern nation-state(II). Then the paper examines the recent discourse of virtual nation, which is based on the blockchain technology, and its decentralized governance, with an example of Bitnation(III). Furthermore, the paper reviews the significance and limitations of the virtual nation, and shares some meaningful reflections on the territorially bounded nation-state(IV). As a concluding remark, the paper suggests that the virtual nation should be discussed within the context of the state and political community, and proposes a cosmopolitan perspective as a theoretical foundation of the discourse of virtual nation(V).
