자치경찰의 정치적 중립성 확보 방안에관한 연구 : 주요국의 자치경찰청장 선발절차 및 자격요건을 중심으로

Successful settlement of the local autonomous police system requires an environment in which local autonomous police can perform their work independently and fairly by eliminating external influence on personnel and handling of cases. While the local police commissions based on cities and provinces has been solely considered as a way to ensure political neutrality of the local autonomous police, the issue on who and how should be appointed local police chief deserves more consideration. In this regard, we try to draw up implications by analyzing selection process and qualification requirements for local police chief in some major countries that have implemented local autonomous police systems prior to us. According to the opening degree of position to civilians and way of appointment, we classify the local police system in three categories - direct election, political position, and such as police commission; and examine the cases of United Kingdom, Germany, and the United States as a representative country of each category.
