Recently, in our country, the entry to an aging society has dramatically proceeded in accordance with the increase of the elderly population add to the extension of the average life expectancy of elders. So, problems of the elderly have become an important social issue. Along with this, the problem of elder abuse is serious as self-neglect and elder abuse by elderly people increase. However, due to the lack of awareness about the elder abuse, the prevention measures of elder abuse are still inadequate and there are relatively insufficient laws and systems related to elder abuse. But the problem of elder abuse is the problem of the human rights of the elderly, and it infringes on the basic part necessary for the guarantee of the right of the elderly to survive. So, solving the problem of elder abuse is not only the safety and happiness of the elderly, but also a minimum safety device for the well-being of the nation and a happy future. By the way, in order to prevent elder abuse and to protect the abused elder, the discovery and reporting of abuse must be preceded. However, it is not easy for the elderly to conceal the fact abused because they often try to protect the abusers, passively by the despair of desperation due to abuse, helplessness or shame caused by abuse. Therefore, in order to stop the abuse that has already occurred and protect the abused elder from abuse, it is very important to find elder abuse early and actively cope with it. Consequently, facilitating elder abuse report is one of the most effective measures to prevent elder abuse. So, in this paper, I examined the actual condition of elder abuse report and the systems for promoting abuse report in 「Welfare of Older Persons Act」, and suggested ways to activate abuse report.
