한국의 지식재산권 무역불균형 극복을 위한 정책 대응 방향: 유럽연합 공동시장을 중심으로

This paper explains recent trends and strategies of Korea and the EU regarding the Intellectual Property Rights(IPR) sector. Through the analysis, this paper presents the following three implications. First, policy unification of all areas of intellectual property rights; second, modernization of intellectual property regulations and systems for digital unification of regional markets; and third, development of new IPR domain and policy strategy to lead intellectual property domain in global market. The EU has introduced a single patent system to unify the IPR policy, and has established a one-stop system to provide it to individuals, companies and countries in the region. The EU intends to include the IPR policy in the region as an exclusive authority, which is aiming to form a single IPR market. The EU is leading the international norms on intellectual property rights in the world and is playing an international role in the dispute settlement of intellectual property rights, alternative dispute resolution(ADR) and the trial. In addition, the EU has established regulations and policies on IPRs in the digital monopoly market, thereby enhancing the competitiveness of IPRs against future industries such as the 4th industrial revolution. The EU has promoted the expansion of issues that can lead the world in the field of IPRs.
