중소기업 긴급 유동성 지원 프로그램의 효과성 분석 - 금융위기시 신용보증 정책을 중심으로

2008년말 글로벌 금융위기가 발생하자 정부는 중소기업에 유동성 공급을 확대하는 한편 중소기업에 대한 사전 구조조정을 실행하기 위해 새로운 신용보증 정책인 ‘중소기업에 대한 긴급 유동성 지원 프로그램'(Fast-Track Program, 이하 'FTP'라 한다)을 도입하였다. 본 논문은 이 프로그램의 효과를 수혜기업의 재무성과 개선과 부실 감소 기여의 관점에서 분석하였다. 재무성과 분석 결과, FTP 특별보증이 성장성 측면에서 효과가 있는 것으로 나타났으며, 특히 창업기업에서 그 효과가 더욱 큰 것으로 나타났다. 부실 분석 결과, FTP 특별보증은 기업의 부실 감소에 기여한 것으로 나타났으나, 그 효과는 일반보증의 효과와 비교할 때 작은 것으로 나타났다. 이상의 분석 결과는 다음과 같은 시사점을 제공한다. 첫째, FTP 특별보증이 성장성 측면에서 긍정적인 영향을 미치고 있으므로 유동성 위기를 겪는 기업에 대한 신용평가 및 여신심사시 기업의 성장단계에 대한 고려가 필요하다는 점이다. 둘째, 구조조정 대상기업 판별 과정에서 신용보증기관의 역량을 활용한다면 정보비대칭 상황을 완화시킬 수 있다는 점이다. 셋째, 패스트트랙 프로그램의 정책비용을 감안하여 정책효과를 평가하는 것이 중요하다는 점이다.
Abstract
To overcome the global financial crisis in 2008, Korean government implemented a new credit guarantee program(Fast-Track Program, a.k.a 'FTP') to restructure SME sector by financial method while expanding the supply of liquidity to prevent economic recession. The objective of this study is to empirically analyze the effect of FTP from the perspective of financial performance and default of SMEs. The result of the analysis is as follows. First, FTP had a positive effect on sales growth rate. Furthermore, FTP had an additional positive effect on asset growth rate of Start-up SMEs within 5 years from the date of foundation. Second, FTP had a positive effect on decrease of default, but the effect was lower than that of general credit guarantee program. To sum up, there are several implications as follows. First, when evaluating credit rating for SMEs with liquidity crisis, financial institutions have to consider the growth stage of the company. That is because FTP has a positive effect on growth of SMEs. Second, if we make good use of capabilities of credit guarantee institutions in the process of distinguishing companies to be restructed, problems from asymmetric information will decrease. Third, it is important to evaluate the policy effect of FTP in comparison with the policy cost.
