중소기업에 대한 정부 R&D 투자자금 배분실태와 정책과제

This research, based on the analysis of its current distribution, investigated policy issues regarding government R&D support on SMEs. Due to its short-term project period, government-driven R&D investment on SMEs involves the possibilities of generating projects that is nominal to fulfill the purpose of the project. There is also the possibility of moral hazard problem associated with repeated participating establishments, for the distribution of government R&D support on SMEs, due to the lack of efficient integrated management system among government departments and divisional classification of R&D projects. Not to mention about the fairness among potential R&D firms applied government projects, this correspondingly implies that government R&D projects are not sufficiently differentiated. Promoting innovation of SMEs should be controlled by professionals who could estimate the future possibility of R&D success and its related expected benefits. To solve the moral hazard problems associated with repeated participation of the same SMEs, it is important to investigate ways minimizing the intervention of government in the project areas where the market failure has not been occurred.
