제주특별자치도 투자진흥지구 제도개선

초록
제주특별자치도는 출범 후 성공적인 국제자유도시 조성을 추진하기 위하여 중앙정부로부터 많은 권한을 이양 받아 제주특별법에 여러 가지 차별화된 특례를 규정하고 있다. 이는 제주특별자치도가 선도적인 지방분권을 실현하고 지역의 여건과 특성에 부합하는 특례를 부여하여 자율적인 정책결정과 스스로의 책임 하에 지역경영을 해 나갈 수 있도록 한 것이다. 제주특별자치도 투자진흥지구제도는 그 동안 5단계 제도개선을 통하여 차별화된 인센티브의 제공 등으로 인한 투자유치의 성공 등 많은 성과를 거두고 있는 것이 사실이다. 그러나 제주특별법상 투자진흥지구 개선과 관련하여 개발사업자 등에 대한 장기 임대, 투자진흥지구 지정고시, 투자진흥지구의 효율적 관리 및 자료제공, 투자 이행 기간, 투자진흥지구 지정업종 조정 및 투자금액 세분화 등에 있어 문제가 제기되고 있어 제도 개선을 통하여 국제자유도시 조성을 위한 제주특별자치도 설치 목적에 부합 할 수 있도록 투자진흥지구 관련 규정이 정비가 필요하다. 이러한 맥락에서 더욱 제주특별자치도의 성공적인 투자유치를 위해서 제주특별자치도의 투자진흥지구의 현황과 제주특별법의 규정을 살펴보고 그 규정을 검토 분석하여 문제점을 제기하고 제도 개선 과제를 제시하였다.

In this context, the government will review the status of Jeju Special Self-governing District and the regulations of Jeju Special Law to raise problems and present measures for improving the system in order to attract more successful investment from Jeju Special Self-governing.
