Local governments charge loans to improve their financial independence. The losure of shared property has the advantage of improving the economic power of local governments by restricting the occurrence of sunset costs by the arbitrary judgment of the head of the local government, giving economic benefits to the local governments by easily leasing or buying the parcels necessary for the residents of the local government. Shared property is strictly managed by the "Shared Property and Goods Management Act", but it is managed poorly by the circumstances of local governments. On the Internet portal site, 26 local governments, including Seoul City, surveyed over a long period of time how they disclosed their shared property. As a result, 19 municipalities disclosed their shared property to 73.07%, which is higher than the national average of 32.3%. We examined the public property disclosure and the list of shared property, the list of shared property, the list of shared property, the details of the description, the management department, and the composition of the deliberation committee. Based on the results of this investigation and analysis, we proposed ways to revitalize shared property to improve financial independence. The government should not neglect the six measures: the need for public disclosure, the unification of the shared property management department, the establishment of a shared property review committee, the active use of the public property policy society, the plan for increasing financial independence, and the regular education of the public property manager.
