In November 2017, the National Police Reform Committee issued a recommendation to the local police system amid the growing need to implement it from a decentralized or decentralized perspective. With regard to the unit that has been a cornerstone of discussion, the government plans to model the metropolitan unit as a basic model, conduct a pilot program focusing on five attempts, and implement a complete local police system nationwide by 2020. The police are responsible for preventing danger to public safety and order and criminal investigations, among which prevention is more important, and there is no doubt that it will become a key issue for local police as well as national police. Preventing the danger requires the issuance of police authority at a proper time, which has recently raised concerns about the asymmetry of police forces in connection with the preemptive police exercise, and the control over them. As the local police system is presented as a big advantage, the possibility of active intervention by the police to prevent danger is greater than that of the national police, and the existing discussions are related to the local police system. The expansion of the police force is somewhat contrary to the historical experience of de-policeization through practical police concepts and decentralization of the police force, which has recently been reshaping the meaning of police rule and police law in order to understand this trend. In addition, the exercise of the police authority is related to the notion of danger, which may also serve as a threat to effective danger protection. This is ultimately related to the need to focus on the relationship and role of the administration to prevent danger, along with the review of the concept of danger.
