파리협정 하에서의 JCM 분석과 시사점

UNFCCC 당사국은 NDC 달성에 파리협정 제6조를 이용할 수 있다. 한국도 국외감축이라는 용어로 파리협정 제6조 이용할 의사를 밝힌 바 있다. 일본은 2013년부터 JCM을 통해 130건의 프로젝트에 투자하고 있으며, 발행된 크레딧을 NDC 이행에 활용하기를 기대하고 있다. 파리협정 제6조는 지속가능한 발전과 환경적 건전성의 촉진에 대해 명시하고 있다. 파리협정 제6조는 타국에서의 감축량이 인정되는 상쇄제도로 투자국의 직접 감축이 아니므로 두 요건의 충족여부가 더욱 중요하다. 따라서 본 연구에서는 선행된 일본의 JCM이 파리협정 제6조로 인정받을 수 있을지 지속가능한 발전·환경적 건전성 측면에서 분석하고, 한국에의 시사점을 제시하고자 하였다. 연구 결과, JCM의 목적과 기준 등은 파리협정 제6조에 일맥상통하였고, 등록된 프로젝트의 유형 분석에서 CDM보다 JCM에서 지속가능한 발전·환경적 건전성을 높은 수준으로 충족하려는 태도를 보였다. 이는 추후 JCM이 파리협정 제6조의 결과로 인정받을 가능성을 높여줄 것이며, 한국도 더 빠른 제도 수립을 통해, 지속가능한 발전·환경적 건전성에 대한 주관적 정의와 중요성을 결정하고 그에 맞는 목적과 결과를 선점할 필요가 있을 것이다.
Abstract
Parties to the UNFCCC may use Article 6 of the Paris Agreement to achieve NDC. Korea has also expressed its willingness to use Article 6 of the Paris Agreement in the term of overseas reduction. Japan is investing in 130 projects through JCM since 2013 and hopes to use the issued credits for NDC implementation. Article 6 of the Paris Agreement stipulates the need to promote sustainable development and environmental integrity. Article 6 is an offsetting scheme, and it is more important to meet the two requirements since it is not a direct reduction by the investor. Therefore, this study analyzed whether Japanese JCM could be recognized as Article 6 of the Paris Agreement and suggested policy implications for Korea. In Chapter 2, Article 6 of the Paris Agreement is reviewed. In Chapter 3, It is analyzed that JCM meets the elements of Article 6 of the Paris Agreement and the level of sustainable development and environmental integrity by business type, investment country, and business registered in JCM. In Section 4, the policy implications are suggested for Korea under the Paris Agreement through the analysis results.
