지방계약과 민간위탁- 일본법을 중심으로 비교법적 고찰

Contracting-out is an important technique for various entities in the region to take charge of providing public services. In addition, it is useful to realize the improvement of the productivity of the public sector and to realize simple and efficient administration by focusing on policies and tasks that local residents will respond to in order to provide the desired administrative services. In particular, it is required to secure the competitiveness, fairness, and transparency of the system that allows for the prediction of the effects of private in advance as part of the environment improvement for the efficient use of private agencyIn addition, there is room for active introduction and examination of various insurance policies in terms of securing social stability in the wake of the age of population reduction and aging society. The reality is that modern societies such as new energy sources, the development of high-speed transportation institutions, and the introduction of AI are rapidly evolving the sophistication and convergence of science and technology. In this regard, a uniformed and centralized administrative support system like the one in the past is increasingly facing limitations, and a massive institutional design is required to promote the concept of private entrustment of public services around local governments. This study identifies the current status and examples of private agency operation of Japan's local public corporations in order to derive the necessary requirements to achieve the "maximum effect" through private commissioning of local governments' public services, and then graft them into Korea.
