특수외국어 교육 진흥에 관한 법률 시행에 따른 아프리카어 교육의 과제와 전망

지난 2016년 8월4일부터 “특수외국어 교육 진흥에 관한 법률”이 시행되었다. 특수외국어교육법의 발효로 이제까지 공공교육 부문에서 등한시 되어왔던 특수외국어 교육이 새로운 전기를 맞이할 것이라 기대되고 있다. 아시아, 아프리카, 중남미 신흥시장으로 교역 대상국 확대와 국제 사회에서 한국의 지위 상승으로 신흥국과의 외교 관계 강화 및 개발협력이 증진되고 있으므로 특수외국어에 대한 수요는 점차 증가하는 추세다. 국내 외국어 교육이 제1외국어로서 영어와 몇몇 주요 제2외국어에 편중되어 있는 현실에서, 이 법의 제정은 특수외국어 교육에 관한 국가의 역할과 책임을 법적으로 제도화한 것이라 할 수 있다. 특수외국어교육법과 연계된 교육 진흥 프로젝트의 형태로 국가의 재원이 효과적으로 투입되면 향후 국내의 아프리카어 교육 여건이 개선될 것으로 예상된다. 한국과 아프리카 국가들 간 공공 및 민간 부문의 교류가 활성화되고 있는 상황에서 아프리카 현지에서 사용되고 있는 특수외국어를 능숙하게 구사할 수 있는 인력의 필요성이 대두되고 있다. 특수외국어교육법 관련 교육 진흥 프로그램의 핵심과제는 보다 전문화·체계화된 교육과정, 교재, 평가인증체제, 온라인 공개강좌를 제공하는 데 집중되어 있다. 국내 제도권 교육기관 중 유일하게 아프리카어 전공 과정을 운영하는 한국외국어대 아프리카학부는 이번 특수외국어 지원 사업을 통해 언어 교육의 질을 더욱 향상시킴과 동시에, 아프리카어 교육 저변을 확대하는 계기로 삼아야 한다. 특수외국어교육법의 지원은 아프리카 현지의 역사, 정치, 경제, 사회, 문화에 대한 이해도가 높고, 아프리카어 구사 능력을 갖춘 지역전문가 육성과 아프리카어 교육에 대한 일반인의 접근성을 제고시키는 데 기여할 것이다.
Abstract
On the fourth of August in 2016, the Act on the Promotion of Education Critical Foreign Languages was enacted. With this Act, the government officially recognized the importance of teaching various foreign languages, which have been less commonly taught, within its legal framework for public education. The Division of African Studies at the Hankuk University of Foreign Studies was founded in 1982(then the Department of Swahili), while the government concentrated its diplomatic capabilities on improving relationship with the Third World countries in Africa. It has been the sole educational institution in South Korea that offers majors in African languages. Although the Division has grown in quantity with addition of new African languages courses, it is high time for the Division to improve the quality of African languages teaching. The objective of this study is to review the background and purpose of the Act and look into implementation of the projects associated with it. It discusses effectiveness of the Act for teaching African languages and issues in the implementation process.
