Social enterprises have been discussed in various fields such as sociology, humanities, and economics and business administration for the past decade The concept is approached differently depending on the field of discipline and varies slightly from country to country. The concept of social enterprises of the Korea Social Enterprise Promotion Agency (SESC) is the social enterprise, which is an intermediate form between commercial and non-profit corporations. The expansion of Social Enterprise has been in Korea with such as public works and self-help for a short period after the IMF time through such as production and sales of goods and services. The social enterprise is characterized in the middle between the commercial and non - profit corporations. However, in the 2000s, interest in innovation of social enterprise has became more and more beyond commercial non profit.. Innovation of a company can be achieved through its own internal efforts, but innovation can be brought about through international technical cooperation with foreign countries. In this paper, the social enterprises in Korea will look at ways of international technical cooperation with the EU in order to strengthen the innovation. This paper consists of 6 chapters. In Chapter 2, we reviewed the present status and characteristics of Korean social enterprises. In Chapter 3, we examined the overall factors for international technical cooperation with the EU. In Chapter 4, the research methodology was discussed in Chapter 5, and in EFESEIIS, the international technology cooperation scheme for Korean social enterprises in various EU international technical cooperation issues, which was discussed in Chapter 3. Finally, Section 6 presents the results and limitations of the study.
