지방소비자행정 성과평가의 한계와 대안의 모색: 평가도구의 내용적·구조적 분석을 토대로

Recently, the necessity of performance evaluation for local consumer administration has been raised as a mechanism for activation of local consumer administration and improvement of quality of life and interest of local consumers. Since 2005, Korea had conducted individual evaluation of local consumer administration for three years. From 2009, evaluation of law enforcement performance related to special transactions has been conducted as part of joint evaluation of local governments. In addition, since 2016, pilot evaluation of the performance of the comprehensive implementation plan for consumer policy has been promoted, and some areas of local consumer administration are included and evaluated. However, these evaluation tools do not properly measure the performance of the local consumer administration due to limitations of the indicators or institutional constraints, and ultimately it is difficult to contribute to achieving the purpose of the local consumer administration. Based on the consciousness of this problem, this study sought to illuminate the limits and look for alternatives through the contents / structure analysis of local consumer administrative performance evaluation. From the analysis results, it was found that each evaluation tool was difficult to achieve the purpose of local consumer administration due to limitations of contents and institutional constraints, or the possibility of evaluation was poor. As an alternative to overcome this problem, this study proposed to expand and improve the joint assessment index for national delegated affairs to secure representative and inclusiveness of performance evaluation. In addition, it proposed to utilize the performance evaluation of the comprehensive implementation plan of the consumer policy as an auxiliary tool for the inherent affairs of local governments.
