원전에 대한 수출신용 부문 양해에 대한 고찰

Official export credit support began in 1919 when the Export Credit Guarantee Department (ECGD) was established to support export in England. In 1978, the OECD set the Arrangement on Guidelines For Officially Supported Export Credits in order to encourage competition among exporters based on quality and price of the goods and services rather than on the most favorable officially supported financial terms and conditions. This Arrangement was renamed as the Arrangement on Officially Supported Export Credits (the “ Arrangement”) in 2004. The Arrangement is a "Gentlemen's Agreement" amongst its Participants who represent most OECD Member Governments, and sets forth the most generous export credit terms and conditions that may be supported by its Participants. The Arrangement shall apply to all official support provided by or on behalf of a government for export of goods and/or services, including financial leases, which have a repayment term of two years or more. The Arrangement provides Sector Understanding on Export Credits for Nuclear Power Plants in Annex Ⅱ. The Sector Understanding which is part of the Arrangement applies to officially supported export credits relating to contracts for the export of complete nuclear power stations or parts thereof, the modernisation of existing nuclear power plants subject to certain conditions, the supply of nuclear fuel and enrichment, and the provision of spent fuel management.
