Iran's nuclear development issue was made public by an Iranian dissidents group in 2002. As a member of the NPT, Iran was forced to undergo inspections by the IAEA. Based on this, the U.S. and the international community have strengthened economic sanctions. Finally, with the launch of the Hasan Rohani government in 2013, the JCPOA was agreed in 2015. The 2002-2015 negotiations and sanctions between Iran and the international community were different from those of North Korea and the international community. It was also important to note that sanctions and economic pressure against Iran were effective because of its economic system that relied on oil exports. Further, Iran did not have a friendly superpower to play the role of China in the case of North Korea's nuclear crisis. Pressure and sanctions against Iran were based on the IAEA's assessment that Iran's nuclear program was different from the peaceful uses of nuclear energy in the NPT. And last year, the U.S. withdrew from the JCPOA. This is because the Trump administration understood it as a freeze on Iran's nuclear program. In any case, the strong stance of the U.S. on Iran's nuclear issue will serve as a guide in understanding Washington's position on the North Korea's nuclear issue. The stability of the international community depends on what kind of policy the U.S. will take against Iran and North Korea. In this context, this article addresses the historical progress of Iran's nuclear issue under international law and its implications for North Korea's denuclearization. Specifically, it focuses on the background and progress of Iran's nuclear development issue, international sanctions and pressure against Iran, implications for the nuclear issue of North Korea, and future prospects. The progress of Iran's nuclear development is compared with the process of North Korea's nuclear development in many ways, and it's assessment under international law provides us with an important implication question.
