탄력적 근로시간제의 운영요인과 고용성과에 미치는 영향에 관한 연구

초록
최근 근로시간 단축이 시행된 이후 탄력적 근로시간제에 대한 논의가 활발하게 이루어지고 있다. 기업들이 일반적으로 탄력적 근로시간제를 활용하는 이유는 근로시간 단축에 대한 대응책으로 알려져 있다. 그럼에도 어떤 기업들이 본 제도를 운영하는지에 대한 연구는 부족하였다. 특히, 대부분의 연구들이 근로시간 단축의 고용효과나 유연근무제의 필요성과 효과성을 중심으로 진행하였다. 본 연구는 이와 달리 어떠한 기업에서 탄력적 근로시간제를 활용하는지 선행요인을 찾고, 그에 대한 고용성과를 분석하는데 그 목적이 있다. 본 논문은 「사업체패널조사」2011, 2013, 2015년 자료를 사용하여, 탄력적 근로시간제의 선행요인을 분석한 후, 그에 대한 고용성과를 실증하고자 한다. 분석결과, 먼저 기능적 유연성이 높은 기업일수록 탄력적 근로시간제를 활용할 가능성이 높게 나타났다. 두 번째, 노동장비율이 최적화된 기업일수록 탄력적 근로시간제도를 운영할 확률이 높게 확인되었다. 마지막으로 전체 채용률, 신규 채용률과 경력직 채용률 모두 탄력적 근로시간제와는 유의미하지 않은 것으로 실증되었다. 이러한 실증분석을 바탕으로 이론적, 정책적 의의를 제시하여 탄력적 근로시간제의 방향을 모색하고자 한다.
Abstract
Recently, there are so many discussions that have been issued about flexible working hour system after shortening work-hours. Normally, flexible working hour system is known as dealing with shorten time of working to use working hour flexibly. Nonetheless there are not enough research that which has used the system. Especially, many papers has been focused on the effect of shorten time of work and the need and effect of flexible working hour system. So this paper try to find determinants of flexible working hour system and analyze the employment performance. This research utilized 2011, 2013, 2015 「Workplace Panel Survey」 of Korea Labor Institute. As a result, a firm that focused on functional flexibility has more possibility to adopt flexible working hour system. And a company that has high optimized labor equipment ratio is more likelihood to utilize the system. In addition, there are no effect on total, new and career employment performance rates. At the end, this paper is trying to find and recommand the way of the system as theoretically and policy-level.
