독일에서 사회적 기업의 현황과 전망에 대한 연구

본 연구는 독일에서 사회적 기업의 현황과 전망을 다루고 있다. 일반적으로 독일의 사회적 기업은 사회적 공동 체문제와 지역복지정책에 많은 기여를 하였다. 특히 사회적 기업은 지역사회에서 정부정책을 보완하고, 지역사회 의 사회취약계층 보호와 복지정책을 실현하는데 있다. 그러나 주로 사회적 기업들은 지역사회의 현안문제와 사회 복지분야에 관련된 영역에서 많은 사업을 추진하고 있다. 그 대표적인 분야는 청소년 복지, 노인복지, 사회복지, 교육복지 등으로 매우 광범위하다. 이와 같은 사회복지분야는 정부가 직접 지역사회에 접근해 해결할 수 없는 지 역사회의 삶의 질로 연결된다. 사회복지분야는 정부지원이 없이 지역사회 스스로 해결한다는 것은 불가능하다. 따라서 사회복지분야의 사회적 기업들은 막대한 정부지원을 받고 있으며, 지역사회의 문제와 취약계층 보호 및 일자리 창출 등에 많은 기여를 하고 있다. 그럼에도 불구하고 독일의 사회적 기업의 한계는 지속 가능한 재원발굴 과 재정확보를 지적할 수 있다. 최근 연방정부는 2010년 ‘국민사회참여전략’을 통해서 사회적 기업의 제도적 지원 과 신규 일자리 창출 및 사회적 책임성을 강화하였다. 2018년 4월 현재 총 213개 사회적 기업이 활발히 창업되고 있다. 앞으로 독일의 사회적 기업은 여러 가지 재정확보의 한계에도 불구하고 창의적인 기업적 사고와 지역사회 의 복지정책 및 일자리 창출 등에 기여할 것으로 분석되었다.
Abstract
This paper deals with the status and prospects of social enterprises in Germany. In general, German social enterprises have contributed much to social community problems and local welfare policies. In this way, social enterprises complement the government policies in the local community, and realize the welfare policy and protection of the social vulnerable class in the community. However, mainly social enterprises are doing a lot of work in the field of social issues and social welfare. The representative areas are youth welfare, elderly welfare, social welfare, and education welfare. This social welfare field is linked to the quality of life in the community where the government can ‘t directly approach and solve the community. Therefore, it is impossible for the community to solve itself in the social welfare field without government support. Therefore, social enterprises in the social welfare sector receive enormous government support, contribute to the protection of the community, protection of the vulnerable class and job creation. Nonetheless, the limitations of social enterprises in Germany can be pointed out in finding sustainable sources of funding and securing financial resources. In recent years, the federal government has strengthened social enterprise institutional support, new job creation and social responsibility through ‘National Engagement strategy’ in 2010. As of April 2018, a total of 213 social enterprises have been established. In the future, it is analyzed that social enterprises in Germany will contribute to the introduction of new corporate minds, welfare policies of the local community and job creation, despite the limit of financial securing.
