중소기업 기술개발 지원사업의 효과성과 기여도에 대한 실증연구

정부의 연구개발 기본방향(2019)에 의하면 R&D예산은 기업의 창의적인 연구개발 활성화, 4차 산업혁명에 대 한 선제적 대응, 과학기술기반 일자리 창출 등의 목적을 지니고 있다. 정부의 R&D 지원 사업이 목적정합성을 확 보하기 위해서는 성과에 대한 종합적인 분석 및 관리, 결과에 따른 R&D 재원의 효율적 집행이 선행되어야 한다. 따라서 본 연구의 목적은 R&D 지원 사업의 목적에 맞게 수혜기업 의 성과분석을 통해 효과성과 기여도를 파악하 고 개선방안을 제시하는데 있다. 먼저 성과분석을 위해 수혜기업의 성장성을 효과성과 기여도로 대별하여 분석 하였다. 효과성에 있어서는 지원기업과 미지원기업간 성장성의 차이를, 기여도에 있어서는 지원규모와 지원기간 이 기업의 성장성에 미치는 영향을 측정하였다. 분석결과 지원. 미 지원 기업 간 매출액, 종업원 수, 상장에 소요되 는 기간은 유의미한 차이가 있었으나 연구개발비 성장률에 있어서는 차이가 나타나지 않아 기업의 R&D투자에 대 한 보수적 성향이 나타났다. 기여도에 있어서는 지원규모는 매출성장율과, 종업원 성장률, 연구개발비 모두 상관 관계를 가지고 있었으나, 지원기간은 연구개발비와 상관관계가 없는 것으로 나타났다. 또한 회귀분석에 있어서도 지원규모 외 지원기간은 매출액, 종업원 수, 연구개발비 등에 별다른 영향 을 미치지 않는 것으로 나타나 수혜기업 의 혁신성장을 위한 노력에 한계가 있는 것으로 나타났다. 중소기업 기술개발 지원사업의 경우 지원유무에 따라 기업의 성장에 영향을 주는 만큼 보다 일관성 있게 지속되어야 하며 기업의 R&D 투자를 동인하는 쪽으로의 사업 관리가 필요하고 선발과정에서의 차별화와 규모의 집중화를 통해 효과를 극대화해야 할 것으로 본다.
Abstract
According to the government’s R & D basic direction (2019), the R & D budget has the purpose of promoting creative research and development, preemptive response to the fourth industrial revolution, and creation of science and technology-based jobs. In order for the government’s R & D support project to achieve objective complementarity, comprehensive analysis and management of performance and effective implementation of R & D resources should be preceded. Therefore, the purpose of this study is to identify the effectiveness and contribution of the beneficiaries by analyzing the performance of the beneficiaries in accordance with the purpose of the R & D support project and to suggest the improvement plan. First, we analyzed the growth potential of the beneficiary companies by their effectiveness and contribution. In terms of effectiveness, we measured the difference in growth between support and non - support companies. In terms of contribution, we measured the effect of support size and support period on the growth of company. Support analysis results. There were significant differences in the amount of time it took for U.S.-backed companies to generate sales, number of employees, and listing, but there were no differences in the growth rate of R&D costs. In terms of contribution, the amount of support was correlated with the growth rate of sales, employee growth rate, and research and development expenses, but the support period was not related to R&D cost. In regression analysis, the support period other than the size of the support was found to have little effect on the dependent variables, indicating that there is a limit to the efforts of the beneficiary to innovate. In case of support for technology development for small businesses, it is deemed that business management of companies needs to be more consistent as it affects growth of businesses according to support, and that it should be differentiated in the selection process and maximized through concentration of scale.
