최저임금제도가 내수경제에 미치는 영향

초록
최저임금제도는 초기 취약계층 근로자의 보호에서부터 최근 경기부양책에 이르기까지 그 기능적 역할이 지속적으로 확대되어 왔다. 하지만 기능적 역할의 확대에도 불구하고 최저임금제와 경제성장에 관한 경험적 분석은 제한적으로 이루어졌으며, 분석결과 역시 일관적이지 않았다. 이에 본 연구는 1989년 1분기부터 2016년 4분기동안의 시계열자료를 이용하여 종속변수와 독립변수에 시차를 둔 일반최소자승법에 의한 다중회귀분석을 활용해 최저임금제도가 내수경제에 미치는 영향을 실증적으로 분석한다. 분석결과 첫째, 최저임금제도는 소비에 정(+)의 영향을 미치는 것으로 나타났다 특히 외환위기 이후 소비에 대한 최저임금제도의 정(+)의 영향은 이전 시기에 비해 더욱 증대된 것으로 나타났다. 둘째, 최저임금제도는 투자에 정(+)의 영향을 미치는 것으로 나타났다. 하지만 외환위기 이후 최저임금제도의 추정계수는 통계적 유의미성을 가지지 않는 것으로 나타났다. 셋째, 최저임금제도는 소비와 투자로 구성되는 내수경제에 정(+)의 영향을 미치는 것으로 나타났다. 하지만 외환위기 이후 최저임금제도의 추정계수는 통계적 유의미성을 가지지 않는 것으로 나타났다.
Abstract
The functional role of the minimum wage system has been steadily expanding from the protection of vulnerable workers to economic stimulus package. However, despite the expansion of its functional role, empirical analysis of minimum wage and economic growth has been restrictively done, and the results have been inconsistent. This study empirically analyze the effect of the minimum wage on domestic economy in Korea using OLS regression model with time lags between independent variable and dependents variables during 1989:Ⅰ~2016:Ⅳ. Empirical findings show that 1) minimum wage has a positive effect on consumption significantly and its influence has increased after the financial crisis. 2) Minimum wage has a positive effect on investment significantly, but its influence is not statistically significant after the financial crisis. 3) Minimum wage has a positive effect on domestic economy significantly, but its influence is not statistically significant after the financial crisis.
