재정분권 시대 지방자치단체 과세권 확대 방안으로서 지방선택세 도입 가능성에 관한 연구: 미국 지방정부의 선택적 부가세(Local optional surtaxes)를 중심으

초록
민선지방자치가 부활한지 20여년이 지난 현재 문재인 정부는 진정한 지방자치, 지방분권을 위한 튼튼한 지방재정 구축을 위해 많은 노력을 하고 있다. 그러나 그 동안 추진되어 왔던 지방세 감면조치와 경기침체 로 인한 중앙정부의 재정적 어려움으로 중앙정부의 지원을 통한 지방재정 확충은 한계에 다다르고 있다. 지 방재정의 중앙에의 의존성 확대로 인한 문제 역시 날로 커지고 있는 실정이다. 이에 중앙정부의 재정지원이 아닌 지방자치단체의 지방세 수입 증대를 통한 지방재정 확충 방안의 필요성이 제기되고 있으며, 이를 위한 방안으로 지방자치단체 과세권 확대 방안에 대한 논의가 이루어지고 있다. 이에 본 연구에서는 지방재정의 어려움을 해결할 수 있는 방안으로서 정부 간 이전재원이 아닌 자체세입 증대를 통한 과세권 확대 및 지방 재정확충 방안을 논의하고자 한다. 특히, 지방자치단체 과세권 확보를 위해 현재 도입되어 운영 중인 탄력 세율제도에 대해 살펴보고 이에 대한 쟁점사항과 운영상 문제점을 논의해 본 후, 미국 지방정부에 도입·운 영 중인 선택적부가세 제도에 대한 소개 및 도입 가능성 검토를 통해 지방자치단체 과세권 확보와 지방재 정 확충을 위한 대안을 제시하고자 한다.
Abstract
Currently, Moon administration has tried to build sound local finance to push ahead more decentralization. However, an expansion of local finance through the support from central government has reached the limits. Moreover, the degree of dependence of local finance to central government has been intensified. The needs to an expansion of local finance is brought up not financial support from central government but an expansion of local taxes. For doing so, plans to an expansion of authority of taxation of local governments have discussed. Therefore, this study is to deal with the plans to an expansion of local finance but through increases in local taxes. In special, this study is to review local elastic taxes, to discuss drawbacks, and examine the availability to adoption of local optional surtaxes in U.S. local governments. In doing so, this study is to suggest plans to improvement of authority to local taxes in local governments.
