Improvement Plan for Substitute Human Resources Pool Bank System on Parental Leave – Focused on Local Governments

초록

This study purports to research the substitute human resources pool banks that are being operated to resolve the blank of work due to parental leave, especially in local governments. In doing so, we derive problems of the substitute human resources pool banks and suggest remedial measures improving current substitute human resources pool banks. In order to achieve such research objectives, this research considers the concept, contents, the situations of local governments’ substitute human resources pool banks. After that, the questionnaire survey is conducted in the four areas such as the general situation, the support system, the operating system and the feedback system of the local governments’ substitute human resources pool banks. Based on the results derived through such questionnaire survey, the following remedial measures of this research are presented as follows: Sharing information on substitute human resources among local governments, Establishing the rules to support the local governments’ substitute human resources pool banks, Educating appropriately for substitute human resources, Discovering and promoting the best practices for local governments’ substitute human resources pool bank.
