사회적 부동산의 개념과 성공요인:영국 사례를 중심으로

Planning issues such as wealth polarization and gentrification have not been effectively resolved by the current real estate development and management strategies mostly guided by governments or markets, Therefore, the roles of communities in acquiring and managing community assets receive rising attention. Social real estate―a new approach in owning, managing, and operating community assets by the own community―is expected to directly return social and economic benefits back to the community. Social real estate also assists to empower the community and reinforce the locality based on the increased collective power from the various community members. Given the facts, this paper attempts to explore the successful cases and policies of social real estate in the UK. This study finds that there are four major factors that encourage communities to acquire, manage, and operate community assets are 1) Localism Act enacted 2011 supports the acquisition of community assets by community lawfully; 2) fund or grant supported by philanthropic foundations, social investors, governments, ethical banks, or community land trust; 3) community share and bond; 4) organizations to empower locals. The outcomes of this study are expected to guide to develop policies, organizations, and strategies that fit the Korean context.
