성인 학력인정제도에 대한 인식과 수요 분석: 학력인정 평생교육시설을 중심으로

초록
학력인정교육에 대한 성인 학습자의 학습 수요가 존재하고 새롭게 변화되는 시점에서, 이 연구는 학력인정제도의 국내 현황과 학력인정제도에 대한 시민들의 인식과 수요를 분석하기 위한 목적이 있다. 이를 위하여 문헌 분석과 20세 이상 성인 831명을 대상으로 설문조사를 수행하였다. 연구 결과, 성인 중 21.6%가 초‧중‧고 학력인정교육이 필요한 잠재 학습자이고, 이들을 위한 학력인정제도는 미흡한 수준이며, 지역별 편차가 존재하는 것으로 나타났다. 다음으로 성인들의 학력인정교육 경험은 8.2%로 낮으나 학력인정교육의 인지도와 학력인정 평생교육시설의 필요성은 60.7%, 89.7%로 높았다. 특히, 시민 모두를 위한 교육기회 보장 차원에서 학력인정 평생교육시설을 중요하게 인식하는 것으로 확인되었다. 마지막으로 학력인정 평생교육시설의 학습 수요는 전체 성인의 91.1%가 추천의사를 보였고, 50.9%가 참여의사가 있었다. 특히, 초‧중‧고 학력인정 평생교육시설 잠재 학습자의 89.3%가 참여의사가 있었는데, 학력인정교육 경험이 있는 성인, 50대 이상의 연령이 높은 성인, 직업이 없거나 소득이 낮은 경우에 참여의사가 더 높은 것으로 확인되었다. 이러한 연구 결과를 토대로 학력인정제도의 중요성과 제도 개선을 위한 교육적 시사점을 제시하였다.
Abstract
This study is to analyze the currents, perceptions, and learning needs of academic recognition system for adults. For this purpose, 831 adults were surveyed. As a result, 20% of all adults in Korea are potential learners who need elementary, middle, and high school education. However, the academic recognition system for these learners is insufficient and there are regional differences. Secondly, adults are more aware of academic recognition education and have higher needs for lifelong education facilities on academic recognition system. In particular, adults have needs on ensuring educational opportunities for all. Lastly, there were high level of participations and recommendations on academic recognition system. Specifically, 90% of the potential learners of the academic recognition education were willing to participate it. And adults with experience of the academic recognition education, adults aged 50 or older, those with no occupations, and low incomes. In conclusion, this study suggested the importance of the academic recognition system and educational implications on them.
