정책분석역량이 성과(정책성공)에 미치는 영향: 과학기술정책 지원조직 내 개인 수준의 정책분석기능 탐구

As an exploratory research, this study examines individual level of policy analysts’ capacity(pac) on policy success (outcome) in public organizations for science & technology policy in South Korea. Drawing on the logic model, I assume that PAC positively affects the quality of policy reports, which then leads to policy success. The analysis was conducted with the public organizations such as Korea Information Society Development Institute(KISDI), Science and Technology Policy Institute(STEPI), Korea Institute of Science & Technology Evaluation and Planning(KISTEP) and so on. The results confirm the logic model: positive relationships of PAC→Output→Outcome. Also the study finds the moderating and mediating role of organizational level of analytical capacity. Implementing Strategy Capacity and Interpersonal Communication Capacity were the majority of PAC among individuals in public organizations for science & technology policy, which reflects the current Korean context of comprehensive role of policy analysts for the government not just limited in providing the advices. Finally the study informs that each public organizations for S&T policy has variant mechanism of PAC effects. This should be acknowledged among the governance builders.
