예술인 고용보험 도입의 정책적 이해: 예술인 복지정책과 고용보험 정책을 중심으로

초록
문체부와 고용부의 협력에 바탕을 둔예술인 고용보험 도입 방안이 준비되어 법안이 발의되었고, 이를 뒷받침하기 위한 준비들이 진행되면서 예술인 고용보험의 도입 가능성이 매우 높아졌다. 예술인 대상의 사회보험 도입에 대한 초기 논의에서 정책 당국의 부정적인 입장을 고려할 때 상당한 정책적 변화가 있었음을 알 수 있다. 본 연구는 예술인 고용보험 도입이 가능하게 된정책적 배경으로 예술인의 사회보험 적용에 초점을 맞춘 예술인 복지정책과 고용보험의 사각지대 축소에 초점을 맞춘 고용보험 정책이 결합되어 현재의 예술인 고용보험 방안이 추진되었음을 제시했다. 본론에서는 인터뷰 결과를 활용하여 예술인 노동의 규정, 예술인 고용보험의 적용 방식, 피보험단위기간의 산정 등의 주요 결정이 구체화된 배경을 밝힌 후, 앞으로 해결해야 할과제들을 산업 특성, 노동시장 특성, 지원 방식의 영역으로 구분하여 분석했다. 결론에서는 예술인 고용보험 도입이 가지는 의와 이슈들을 문화산업 및예술인 노동시장, 사회적 의, 예술가 정책 등의 주제로 구분하여 제시했다. 본연구는 예술인 고용보험 도입에 대한 이해를 증진하고 도입과 정착에 필요한 과제를 해결하는 데 기여하고자 한다.
Abstract
The introduction of artist unemployment insurance is imminent after years of collaboration between Ministry of Culture and Ministry of Labour. These joint eforts stem from the intersection between the artist welfare policy prioritizing the application of social insurance to artists and the unemployment insurance policy to reduce the increasing blind spots of unemployment insurance. This study aims to provide understanding on the artist unemployment insurance from the policy perspective and clarify the problems stil to be solved. For these purposes, this study explains how the important decisions are made including the definition of artist labour, the application mode of unemployment insurance and the minimum insured period. Future tasks are illustrated with respect to the relation with the features of the labour market and possible supports programs. In conclusion the significance of artist unemployment insurance is discussed regarding cultural industries, artist labour market, social perspective, and artist policy.
