고위공직자 청렴도와 기관 청렴도 간 그랜저 인과관계 실증분석 - 한국철도공사를 중심으로 -

This study was analyzed through the Granger causality test based on the time series data of the Korea Railroad Corporation to analyze the causal relationship between the integrity of high-ranking public officials and the integrity of the institution. First, it was found that the integrity of high-ranking public officials and the internal integrity were mutually affected. In other words, the improvement of internal integrity has improved the integrity of high-ranking public officials, and the improvement of integrity of high-ranking public officials has improved internal integrity. Second, the integrity of high-ranking public officials was found to affect external integrity, but it did not affect the opposite. This seems to have led to the improvement of external integrity by performing fair and transparent work because the integrity of high-ranking public officials has also affected public officials in public affairs. Third, the integrity of high-ranking public officials also showed an impact on overall integrity, but it did not affect the opposite. Although the policy customer evaluation items were excluded from this study, the positive impact of internal and external integrity seems to affect institutional integrity. On the other hand, this study is meaningful in that it has been empirically analyzed about the importance of high-ranking public officials' morality in the new area of integrity of high-ranking public officials that have not been covered in previous studies. In addition, in order to improve the integrity of the institution, it is suggested that a cultural system is needed to improve internal integrity along with a policy to enhance the integrity of high-ranking public officials.
