이 글의 분석 대상은 장기근로시간계좌이다. 근로시간의 역사는 다양한 모습의 갈등과 유연화 타협을 보여주고 있지만, 기본적으로는 기업의 합리화, 유연화 전략에 의해 규정되었다. 하지만, 오늘날 노동시장과 그를 둘러싼 환경의 변화는 기업의 요구를 넘어 근로자의 시간 욕구 및 선호에 더욱 민감한 근로시간 정책을 요구하고 있다. 장기근로시간계좌는 그러한 노동시장정책 제도로 평가된다. 장기근로시간계좌는 근로자들이 생애과정 전반에 걸쳐 개인의 욕구에 맞게 근로시간을 배분 또는 조직화함으로써 근로자의 시간주권을 높이고, 그와 함께 기업과 근로자의 ‘이중의 유연화 욕구’를 충족하는 근로시간제도로 간주되고 있다. 그러나 긍정적 평가만 있는 것은 아니다. 장기근로시간계좌는 이점과 함께 위험도 내포하고 있다. 이로 인해 장기근로시간계좌가 가장 활성화된 독일의 경우, 실제 장기근로시간계좌의 사용은 정책적 기대에 미치지 못하고 있다. 따라서 이 글에서는 독일의 사례에 관한 문헌 연구를 통해 장기근로시간계좌의 이용을 저해하는 문제영역를 분석하고, 이를 해소하기 위한 제도적 방안을 도출한다.
Abstract
This article deals with long-term working time account. The history of working time shows various forms of conflict and flexibility compromises, but it is basically determined by rationalization and flexibility strategies of the company. Today, however, changes in the labor market demand a working time policy that is more sensitive to workers' needs and preferences. Long-term working time account is viewed as such a labor market policy. Long-term working time account is a system which enhances time sovereignty of workers, so that it enables workers to organize working time over the entire life course according to individual desires. It meets 'double flexibility needs' of company and workers. However, The long-term working time account is not always evaluated positive. It includes some risks, which hinder its wide use in Germany. Germany is regarded as a state, where long-term working time account is most activated in Europe. So, The aim of this article is to identify its problem areas by means of literature study of German cases, and to draw implications for institutional improvements.
