고등교육법 개정을 둘러싼 정책결정과정 분석 – 시간강사법 법제화에 관한 증거기반 정책결정 관점을 중심으로

This study analyzed the types and characteristics of policy evidence that were used in the decision-making process of enactment and amendments of the Higher Education Act(hereafter Part-time lecturer law). To achieve this research goal, various documents (e.g. National Assembly meeting records, Government press release) were examined thoroughly and the major results of the study were as follows. First, in the enactment and revision of the Part-time lecturer Law, evidence of stakeholder experience and consultation, interpretation of previous statutes and policies, and descriptive statistical evidence were used the most, and the form of evidence utilized at each policy level was confirmed to be different. Second, the study found that there is a large tendency to rely on stakeholder knowledge and experience as the core evidence in the process of policy decisions whereas the availability of empirically rigorous research evidence was limited. Third, evidences used in the enactment and revision of the law were found to be lacking in credibility and do not effectively represent all stakeholder. In sum, the study confirmed that the evidence used in the policy decision-making process tend to be selected and utilized according to each stakeholder’s interest. These findings suggest that a systematic and scientific approach to collect and utilize evidence is needed for more effective policy decisions in the future.
