실효적 사회복지시설 안전관리를 위한 입법과제

Safety management for social welfare facilities corresponds to the social regulation of the social welfare sector in order to guarantee universal human rights such as the life, health and the body protection of users of facilities. Therefore, the safety management of social welfare facilities needs to be systematically planned, enforced and managed by the central government and local governments in cooperation with each other. As a result of the study, the current social welfare facility safety management system is composed of the non-systematic safety management plan of social welfare facilities, the occurrence of duplicate regulation in safety inspection process and confusion in the maintenance and management of social welfare facilities. Therefore, in this paper, in order to solve the pending issue of social welfare facility safety management, the Ministry of Health and Welfare shall grant the right to establish comprehensive safety management plan for social welfare facilities and the right to establish safety management plan for social welfare facilities to local governments suggested. And proposed simplifying the complicated social welfare facility safety management standards that are being implemented by various government department. In this case, the Ministry of Health and Welfare should set up and announce safety management standards for integrated social welfare facilities. In addition, local governments have suggested measures to establish detailed safety management standards for social welfare facilities based on local community safety management standards of the Ministry of Health and Welfare. To this end, this paper proposes a plan to grant local governmen's the right to municipal ordinances on the safety management of social welfare facilities.
