경찰공무원의 청탁금지법 인식과 효과에 관한 연구: 조직 환경의 조절효과를 중심으로

정부는 공직사회의 부정부패 문제를 해결하기 위하여 많은 노력을 하였지만 여전히 해결되고 있지 못하 고 있다. 예로 최근 경찰의 수사방식, 사고 대처방식, 그리고 민간과의 유착 등에 관한 의혹이 사회·정치적 으로 크게 이슈화되고 있다. 이러한 배경에서 본 연구는 경찰공무원의 청탁금지법 인식과 효과 간 관계에서 다양한 조직 환경요인(외부, 내부, 문화)의 조절효과를 분석하였다. 분석결과 식사대접 관련 효과에는 청탁 금지법 인식과 시민단체감시, 불법행위적발율의 교호작용항이 각각 긍정적인 영향을 미치고 있었다. 그리고 식사제공 관련 효과에는 시민단체감시와 동료고발 각각의 교호작용항이 긍정적, 점검빈도의 교호작용항은 부정적인 영향을 미치는 것으로 나타났다. 또한 경조사비 관련 효과에는 불법행위적발율의 교호작용항만이 긍정적인 영향을 미치는 것을 알 수 있었다. 이를 통해 청탁금지법에서 규정하고 있는 식사, 선물, 경조사비 에 대한 효과를 제고하기 위해서 첫째 시민단체와 경찰의 업무적 협업과 이를 통한 모니터링 강화, 둘째 예 방적 차원에서의 불법행위적발제도 마련, 셋째 구성원 간의 공정한 경쟁 문화 조성, 그리고 넷째 구성원 개 인의 청탁금지법 인식을 높은 수준으로 유지시키고, 제고할 수 있는 합리적인 점검빈도 설정 등을 정책적 대안으로 제시하였다.
Abstract
The Government have made great efforts to solve the problem of corruption in officialdom, but it is still not resolved. For example, suspicions regarding the police's investigation methods, ways to deal with accidents and collusion with the private sector have become a major social and political issue recently. Against this backdrop, the study analyzed the coordination effects of various organizational environmental factors (external, internal and cultural) in the relationship between police officers' recognition of anti-graft laws and their effectiveness. As a result of the analysis, the recognition of the Improper Solicitation and Graft Act, monitoring civic groups, and the interaction term of illegal activity rates were having positive effects on the effects of meal treatment. In addition, the interaction terms of the civic group monitoring and the peer complaint are positive, and the interaction terms of the frequency of inspection have negative effects. In addition, only the interaction term of the illegal activity rate had a positive effect on the effects of light investigation cost. In order to enhance the effectiveness of the Improper Solicitation and Graft Act on meals, gifts, and light investigation expenses, the government suggested that first, civic groups and police should strengthen their business cooperation and monitoring, secondly, the establishment of an illegal practice system on a preventive level, the creation of a fair culture of competition among third-party members, and the establishment of reasonable inspection frequency to maintain and enhance the awareness of the anti-graft law among fourth-graft law.
