정부출연연구기관의 출연금비율이 성과에 미치는 영향

[Purpose] This paper examines whether the contribution ratio affects the performance in government－funded research institutes. Government decreased the contribution ratio for efficiency, so this paper empirically examines the effect. [Methodology] We used the multiple regression with 19 government－funded research institutes from 2011 to 2015. We divided the performance into academic performance and economic performance which is different from the previous articles. [Findings] The empirical results are as follows. First, the contribution ratio is positively related to academic performance. Especially, in the SCI articles the results are significant, but it is not significant in the domestic articles. Second, the higher contribution ratio, the higher the economic performance in the government－funded research institutes. [Implications] These empirical results could be interpreted that in the circumstances of a higher percentage of contributions from the total budget, researchers could focus their energy to the original goal and the performance could be increased. But in the lower percentage of contribution ratio, researchers should make an effort for an outside project, so they cannot concentrate on their own project. It is significant that this study provides a basis for the claim that the ratio of contributions from the stable budget should be increased in the total budget of the institutes to increase the original performance of government－ funded research institutes.
