공공공간 조성을 통한 도시재생 수단으로서의 세입담보금융 적용사례 연구 - 미국 애틀란타 벨트라인 프로젝트 사례를 중심으로 -

This study investigated the rational and stable financing method to make the public space. The Atlanta Beltline, which is a case study, is characterized by encouraging economic development by concentrating on the creation of parks, trails and pedestrians, which are public assets that were not the main concern in the process of urban redevelopment so far. The main results of the study are as follows. First, Beltline TIF funds are applied on a specific area with a strong public nature. They must also have conditions that will support the expected development potential of the region. Thus, a reasonable basis for selection criteria based on regional characteristics should be given priority. Second, Beltline projects are more systematic and public participation is dominant through developed communities, and public and private partnerships play an essential role in funding the project. TAD funds are used mainly for public park expansion and public transportation development, and local residents participate in the TAD to contribute to building a belt line for the public. Third, to improve the negative aspect of TIF and introduce it to the domestic market, it should be concentrated on the public space for public convenience. Therefore, it is necessary to build a system for raising financial resources by supplementing the legal system of public sector and private role. It is anticipated that it will be an alternative to the budget problems so far and it will be a way to suggest a strategy for improving the public space environment.
