정부와 공무원노동조합의 단체교섭 사례 연구: 정부교섭을 중심으로

Generally, collective bargaining refers to collective bargaining between the labor unions including other groups of workers and employers including employers' organizations on the maintenance and improvement of working conditions and on the improvement of the economic and social status of workers. In government agencies, government employees are allowed to negotiate on the conditions and economic and social status of civil servants on the basis of organizational power of public labor unions, There is a purpose to cooperate with labor and management through dialogue, which is guaranteed by the Constitution and the Civil Service Labor Union Act. However, for a long time, labor relations have not been smooth, not only in the private sector but also in government agencies. In the case of civil servants, after the Civil Service Labor Union Act was promulgated in 2005, the government negotiations were concluded only once at the end of 2007. The second government negotiations, which began after the launch of the new government, were concluded in early 2019, which will serve as an informative reference for the future development of collective bargaining in government. Therefore, this paper analyzes the case of government negotiations concluded earlier this year in the context of promoting research on collective bargaining by government and civil service labor unions.
