사회주택 공급 활성화를 위한 규제 정비 방안

Social housing has recently risen as a policy alternative to the pressing issue of shortage in housing supply. Social housing also carries significant value as a sustainable housing policy in that it promotes consumer welfare by maintaining order in housing market and relieving housing deprivation for the low-income groups of the society. However, the social housing policy has remained at elementary stage in Korea due to legislative and institutional hurdles in its implementation. More specifically, the lack of framework acts on social housing prohibits its societal position and supply method from appropriately defined. In addition to a collision between higher laws and ordinances, such legal issue of social housing carries a potential to cause various issues such as financial constraints of the involved entities, financial limitations from relevant regulations, and conflict among stake holders of social economy. Given this, it is necessary to introduce a law that outlines the fundamentals of social housing to clarify its terminology and to reform the relevant regulations. There also needs to be an institutional revision to promote establishment of cross-departmental efforts for coherent governmental support and regulatory reform to reduce the financial burdens of the social economic entities. As social housing by nature is a form of housing with enhanced characteristic of public goods, a careful consideration should be given to strengthening regulations for effective adjustment of different interests among stake holders rather than an absolute notion for regulatory abolishment.
